With the aim of accelerating the growth and progress of the metropolis, the Government of Mexico City released the Plan for Economic Reactivation in Mexico City 2022-2024.

The plan includes new support instruments for the development of the construction and housing sector, as detailed by Luz Elena González Escobar, head of the Administration and Finance Secretariat (SAF), where four agreements are contemplated to promote the development of construction and housing in the capital, which will be published in the Official Gazette of CDMX in the coming days.

The first agreement is the Presentation of a Single Study of Urban, Social and Environmental Impact, through a digital window to reduce the time of procedures.

This agreement establishes that the Ministry of Urban Development and Housing (Seduvi) will be responsible for issuing the final opinion within a period not exceeding three months. In addition, a Special Commission will be created to take the necessary agreements to avoid obstacles and make the process transparent.

The second agreement is the Update of the Special Program for Urban Regeneration and Inclusive Housing, which will allow expanding the corridors that may be developed through the Program; as well as incentives to develop inclusive housing, through a series of tax exemptions.

The foregoing includes the payment of the Real Estate Acquisition Tax (ISAI) and the payment of various rights in process; in addition to the exemption in the payment of the predial for five years after the start of the work.

The third agreement consists of the reconversion of offices to housing and other uses. The aim is to expand the coverage of this agreement to other areas of the capital. González Escobar mentioned that the places that are added will be published by Seduvi.

The fourth and last agreement is the granting of administrative facilities to the Housing Institute (Invi). Said facilities will be in terms of construction licenses for real estate projects destined for low-income or popular housing.

In addition, the single windows of Invi and the Institute of the National Fund for Workers' Housing (Infonavit) were recently inaugurated; in them, information is provided to those interested in loans for affordable housing.
